Fault with System or People Running it?

Having lunch with colleagues “typically” conversation started about current horrible situation of Pakistan. With no light, highest poverty rate, great gap between living standard and Taseers and Qadris and so on. A friend came up with a line:

The only solution is implementation of KHALAFAT – Last known implemented Islamic Way Of Life.

But my question was what if The KHALIFA is corrupt?

Cafe discussions, Talk shows, Blogging etc all leave one same conclusion “We need a Good System” but I am unable to understand what is a Good System without Good Drivers? How many Options under “Good System” we have?

Democracy – what if Democratic Government is corrupt?
Dictatorship – what if Dictator is corrupt?
Secularism – what if The implementers are corrupt?
KHILAFAT – what if Khalifa is corrupt?

So its not about “The System” its about “People who are Driving System”

If we have
Good democratic government then Democracy is best!
Good Dictator then Dictatorship is best!
and so on…

So what i believe:

Change will happen, goodness will come and problems will get solved only if we start realizing “Fault is not with System, it is with People Running it”.
